In order to coordinate the nationwide promotion of patent electronic application sand improve agent qualities and working efficiencies of patent agencies, the State Intellectual Property Office has developed and constructed Client Management System for patent electronic application lately, to promote the appliance of electronic applications by providing convenient interfaces for patent agencies. At present, the system has developed software and passed appliance tests by eleven nationwide patent agencies during the early period. As expected, it will be put into operation formally in October this year.
At the same time that the State Intellectual Property Office constructed the new patent electronic application system in November 2008, it set about the work on early demonstration and preparatory requirements of this project, and then formally started up the software development project on "Client Management System for electronic application” in October 2009. With the help of realizing “five electronics “of electronic regulations, electronic data bases, electronic files, electronic monitoring and electronic application, the system will be able to provide the operations for sharing files resources and regulating business, and achieve electronic treatment and whole process monitoring of internal flow of patent agent business, thus gradually achieve a transition from paper flow to electronic flow in medium and small agencies. As a result, electronic application of files can be promoted in an all-round way, and efficiencies and services quality of agencies can be improved.
The present system dedicates to improve the information management level of nationwide patent agencies. By perfecting the flow and unifying the business model, the operating behavior of electronic application can be further regulated and agent qualities can be improved. The use of the present system will make the handling flow of patent agent application to be more standardized, informative and paperless.
